Energize Denver Mandates Action for Local Building Owners

What Denver's building performance policy means for owners of larger buildings, and where to start.

What is Energize Denver?

Energize Denver is the City and County of Denver's building performance policy, adopted in late 2022 to cut greenhouse gas emissions from buildings. It sets energy targets for buildings of 25,000 sq ft or more, measured as Energy Use Intensity (EUI) and adjusted for building type, with interim targets leading to 2030.

Denver owners have reported benchmarking data since 2016, so measurement is not new. What has changed is that falling short of the targets can now attract significant fines.

The state picture

Colorado runs its own program, Building Performance Colorado, which applies benchmarking requirements to buildings of 50,000 sq ft or more statewide.

Where to start

  • Confirm your building's current EUI and its target
  • Identify the upgrades that close the gap at the lowest cost
  • Look at rebates, incentives and financing such as utility programs and C-PACE
  • Plan works so the building stays operational

Smart, connected buildings make this easier. Reliable in-building connectivity underpins the sensors, controls and monitoring that keep performance on track once upgrades are complete.
